Man Arrested on Third Degree Rape of a Juvenile

On November 24, 2020, a special needs juvenile under the age of 18 reported to school officials that she was raped by a family friend on November 14, 2020.

According to Sheriff Bobby J. Guidroz, “On November 24, 2020, a special needs juvenile under the age of 18 reported to school officials that she was raped by a family friend on November 14, 2020.”

When this incident was investigated by detectives, it was determined that on November 14, 2020, Telemica Mayo and Carl Domingue requested that the juvenile ride with their friend, Edwin Brisco AKA “Eddie”, to her grandmother’s residence to pick up a package. The juvenile entered Edwin Brisco’s truck and sat in the back seat. Edwin Brisco did not drive the juvenile to her grandmother’s residence. Instead, he drove to a family member’s residence and parked the truck. He then joined the juvenile in the back seat of the vehicle.

When the victim returned home, she advised Telemica Mayo and Carl Domingue that she had an unwanted sexual encounter with Edwin Brisco. Telemica Mayo and Carl Domingue drove the victim to Edwin Brisco’s house to confront him. He was not home, but his family members were inside the residence. Edwin Brisco’s family encouraged the victim to go to the hospital and file a report with the police.

Upon further investigation, it was determined that the victim was not brought to the hospital. In fact, the victim was not allowed to attend school during the week following the incident, nor did the victim speak to law enforcement personnel.

Once the victim returned to school, she reported the incident to school officials and law enforcement was contacted.

When questioned by detectives, Edwin Brisco admitted to all incidents reported by the victim, however, he denied having any type of sexual encounter with the juvenile. Edwin Brisco was transported to the St. Landry Parish Jail and was booked on the charge of Third Degree Rape.

When detectives questioned Telemica Mayo and Carl Domingue about the incident, both admitted that the victim advised them of the sexual crime, however, neither took the victim to the hospital, nor did they report the incident to law enforcement.

Telemica Mayo and Carl Domingue were transported to the St. Landry Parish Jail and both were booked on the charge of Failure to Report the Commission of Certain Felonies.
